Abstract

The main effect of elite universities is a sharp social selection. At Universities like Harvard or the ENA in France, where the elites are educated and formed, the great majority of the Students carne from the upper classes. Though there will be no elite universities like Harvard in Germany for the next decades the discussion about it have serious effects. It accelerates and standardizes the processes of change at the German universities. Through the introduction of entrance examinations and tuition fees and the concentration of the public funds on a few universities a strong hierarchy of universities with a sharp social selection at the top will be established in the next 10 years.
