Abstract

Concerning the politics of internal security on EUlevel, there was no change from the conservative to the new „red-green“ government. The reasons for this are not only to be seen in the fact, that the established parties – including the SPD – show no major ideological differences, when it comes to questions of law and order. They also lie in the bureaucratic structure of EU internal and justice affairs, which are dominated by the executive and by the police. Major democratic progress can only be achieved in the long run.
