The new concept of a „sustainable family policy“, which is established by the German government as a political answer to the demographic change, represents the model of a pro-natalist policy. The concept wants to reduce the obstacles to fertility, especially between employment and family responsibilities and to encourage childbearing especially of high q ualified women ( and men) i n order to improve the „ q uality“ of population. With this orientation it contributes to reproducing the conservative German welfare state regime with its social and gender inequality. By this, the chance to modernize the German welfare state regime is missed.
