In dem Beitrag beantworte ich zwei Fragen. Erstens: Warum betreibt der Populist Trump eine aggressive Zollpolitik, zu der er keine mehrheitliche Zustimmung erhält? Die Antwort lautet: weil sie Trump vornehmlich als innen- und außenpolitisches Machtinstrument dient. Während Trumps Politik insgesamt auf die Stärkung des Kapitals zielt, werden ihm Einzelkapitale durch die Gewährung von Ausnahmen unterworfen. So stellt sich die zweite Frage, warum das US-Kapital nicht gegen diese Zollpolitik mobilisiert. Dies wird mit Verweis auf Trumps ansonsten kapitalfreundliche Politik, die niedrigeren effektiven Zollsätze und die staatliche Abhängigkeit einzelner Unternehmen beantwortet.
