Abstract

A European minimum wage has been a long-standing demand of the European Left. Now the European Union has issued a directive that sets concrete criteria for calculating national minimum wages and also includes various regulations to strengthen collective bargaining and protect trade unions. Against the backdrop of the EU’s deep crisis of legitimacy and geopolitical shifts, the Minimum Wage Directive represents an elementary U-turn in EU labour policy, which in recent decades has been characterised primarily by a market-creating thrust.
